Jouse was educated in the Vineland School System. On March 29, 1994, he was joined in Holy matrimony with Virginia Blair-Gonzalez of Millville, NJ from this union they had two children, Charline Gonzalez (Jesse) of Vineland, NJ, Christina Gonzalez (Terrell) Millville, NJ. Jouse had special relationship with each of his five grandchildren, Nathainel, KaNija, Isaiah (Carter) L'lerret, Lorrelle (Davis).

Joe enjoyed camping, fishing, going to dinner with his family and watching movies.

Jouse was self employed as a truck driver and had a trucking company called J&V Trucking Company for over 40 years.

Jouse was predeceased by his father David Gonzalez Borrero Sr., father-in-law Robert Blair and his nephew David McCray Sr.
