Kevin M. Milbourne Sr., 64, Influential Public Servant, Mentor, and Beloved Family Man, peacefully entered eternal rest on March 11, 2026. A visionary public servant and trusted advisor, Kevin was equally known for his intellect, generosity, and rare ability to connect with people from all walks of life.

A devoted husband, father, grandfather, and faithful servant, Kevin was born on August 31, 1961, in Millville, NJ, to William E. Milbourne Sr. and Ruth M. Upshur-Milbourne. He was the adored husband of Danita L. Elsey-Milbourne.

At an early age, Kevin attended Shiloh Baptist Church, Port Norris, NJ with his family. As a young member of the church, he faithfully served in the choir and participated in various youth programs, establishing the spiritual foundation that would guide his life and cause him to commit to Christ. Kevin was a proud graduate of Millville Sr. High School, Class of 1980. While in high school he was captain of the football team and a participant of the wrestling team. He later graduated from Fairleigh Dickinson University with a bachelor's degree in Individual Studies and a master's degree in Administrative Science.

Kevin, a natural born leader with a commanding presence, enlisted in the United States Army serving his entire enlistment in Kitzingen, Germany from March 1984 to April 1987. On July 28, 1988, he was officially sworn in as a New Jersey State Trooper. Lieutenant Kevin M. Milbourne retired in 2013. After retirement, he worked for Wilmington University, New Castle, DE as an Adjunct Instructor, Bridgeton Public School, Bridgeton, NJ as Director of Security and his last employment was with Cumberland County Jail Internal Affairs Unit. Kevin took great pride in volunteering and serving at the NJ Veterans Memorial Home in Vineland, NJ. He especially loved assisting Chaplain Armstead during Sunday services. When his children were young, Kevin also volunteered to read at schools and do interactive crime scene skits with students, as well as sponsoring youth on tours and activities at the NJ State Police Training Academy. No matter what the surroundings, Kevin was always calm, confident, and professional. He was influential and always willing to help someone. Of all his professional accomplishments, Kevin’s greatest legacy may be the way he treated people.

Beyond his professional life, Danita or Nina, as he affectionately called her, was truly the light of his life. With God’s strength and guidance, they faced many battles together and created many fond and precious memories. In his words, “Danita is my truest friend of all, my heart, my soul, my wife.” They were inseparable! Kevin’s role as father and grandfather was one of his greatest joys and the lessons he imparted have left an indelible mark on his children’s lives. In shaping their lives, he gave generously of himself to be with them, serving as a Boy Scouts Den Leader at Shiloh Baptist Church, coaching football, baseball, and soccer. He was always available for his children and grandson.

Kevin was preceded in death by his parents, William E. Milbourne Sr. and Ruth Upshur-Milbourne, maternal grandparents, Cecil W. Upshur Sr. and Ruth P. Shields-Williams (Henry), paternal grandparents, Edward (Ned) Milbourne and Mary Etta Brooks-Milbourne, siblings, Tonya L. Milbourne (1957-2008), Brenda L. Milbourne-Salas (1961-2011), Monica R. Milbourne (1960-2015), Larry W. Milbourne (1956-2023) and Steven T. Milbourne (1964-2025).

Kevin’s passing is a profound loss to those he loved and to those who loved him the most: his loving wife of 40 years, Danita, his children, Kevin M. Milbourne Jr. (Yvonna) and Krystin D. Milbourne, treasured grandson, Kevin M. Milbourne III. Forever cherished and remembered by his four brothers: William E. Milbourne Jr. (Nancy), Lionel E. Milbourne Sr. (Sharon), Marlin L. Milbourne Sr. (Sh-Keer) and Martin L. Milbourne, his five sisters: Marva Y. Milbourne, Rhonda Milbourne, Myra L. Washington (Mark), Erica L. Milbourne and Brenda Hampton. His dearest extended family: brothers-in-law, Larry B. Elsey and Kevin L. Elsey, sister-in-law, Wanda D. Johnson (Joseph). A cherished brother and confidant, Rev. Dr. Leonard G. Armstead Sr. (Diane). His memory lives on with his host of nieces, nephews, aunts, uncles, cousins and friends.

Kevin’s departure leaves a void that cannot be filled, but his legacy endures through the lives he touched. We are all the richer for having known him, and he will be dearly missed. Let us honor his memory by living our lives with the same courage, kindness, and unwavering faith that he demonstrated every day. Kevin M. Milbourne’s story is one of a journey that was well-traveled, a race well-run, and a life well lived. May Kevin rest in the peace of God, secure in the knowledge that his love lives on in our hearts.
